COGELO (Congo Lottery Company) - An administrative, financial and accounts audit to be performed soon

On Tuesday, April 4, 2017, eight days after taking office as interim General Manager of COGELO, Martial Djimbi Makoundi, former executive in the office of the ministries of scientific research and hydrocarbons, former representative of the trust and guarantee Fund, former head of division at SNPC (Congo Oil Company) and Man of God at Evangelic Christian Community talked with our editorial office, which wanted to know a bit more on the state of the company, the programme of activity and the agenda he was planning to implement for the company survival, while paying February and March 2017 salary arrears and restoring confidence between the administration and the staff.

 

 

The following question were asked to him : what state did you find COGELO in ?

 

The Board of directors has recommended an administrative, financial and accounts audit to diagnose the eveil that is eating away the company and then suggest a shock therapy. The results of the audit will allow us draft a programme of activity and an action plan.

 

For the time being, I am going to listen to all executives and agents of the general directorate of COGELO, in order to better know the problem causin the delay in the payment of salaries.

 

That is why when I took office, we set up a commission composed of executives. Its proceedings took place from March 31 to April 4, 2017. A document came out from the proceedings, taking stock and mentioning the problems to address in order of priority and the ways of sorting them out.

 

The company is actually in trouble. How are you going to proceed ?

 

What I think is urgent is to have a salary payment schedule due to fact that there are arrears. The job is being done by the technical department of the company. The other move will be to streamline expenses. In my opinion, the non payment of salaries is not the root of the problem, but the consequence.

 

We have to find the root of the problem. Once the root is found, we wiil kick into high gear by performing an administrative, financial and accounts audit as recommended by the latest Board of directors meeting. This will help us to move on quicker.

 

I have instructed central managers to draft short and long term programmes of activity and plans of action along with a schedule so that the deadlines are kown. Results oriented management is our motto.

 

My wish or what I am expecting is getting out of this diffcult situation in less time. It is not obvious, but in working together we can. I have asked my assistants to give the best of themselves and find working methods and openness mechanisms. So, my office door will always remain wide open to the staff.

 

 Have you got a particular message for the workers?

 

On account of the financial difficulties the company is facing, I am urgently calling all the staff to show dedication to work  respect for public good in order to take up the challenge of good governance and restore our bettors' confidence.

 

God himself said -«through painful toil the toil you will eat of it». You work and you get paid.There will be no miracle salaries.

 

Once more, I am open to anybody in the company. That is why my office will always remain open to all those to make suggestions for the turnaround of the company.Our duty is to report to the State. That is our mission.
