Congolese bond issue: Successful initiative of the Minister of Finance, Budget and Public Portfolio, Calixte Nganongo

30 Dec, 2016

The first edition of Congolese bond issue through public offering launched from the 15 to 23 December 2016 respectively in Congo and Gabon by the Minister of Finance, Budget and Public Portfolio, Calixte Nganongo  was a real plebiscite on the Central African financial market. This operation enabled the Congolese government to mobilise a huge sum of 192.304 Billion CFAF, as against 150 Billion CFAF initially requested.

This increase in the amount requested is consistent with the ceiling for the issuance of government securities set by the 2016 Congolese finance law. According to the Minister of Finance, these funds will enable the Congolese government to pursue its ongoing public investment programme.

This loan takes effect as from the 28 December 2016. This operation was approved by the Supervisory Commission of the Central African Financial Market (COSUMAF).
