Validation workshop for Strategy and budgetary programming documents of the Ministry of Economy and Finance

PARTICIPANTS CONTRIBUTE TO THE FORMULATION OF NEW PARADIGMS GENERATED BY RESULTS-BASED MANAGEMENT IN “PROGRAM BUDGET” MODE

Jean-Baptiste Ondaye, Congolese Minister of Economy and Finance, opened, Wednesday August 9, 2023 in Kintélé (locality in the District of Ignié, 15 km north of Brazzaville), the work of the Validation Workshop strategy and budgetary programming documents of the said Ministry. In the presence of several of his fellow members of the Government. Among the expected results is the formulation of new paradigms generated by Results-Based Management (RBM) in “Budget-Program” mode.

 

This 72-hour Workshop, which will close on Friday August 11, 2023, was placed under the theme: “Becoming the vector of economic and financial performance by 2026, in the context of management in Budget-Program mode”.

Its objectives are to generate the commitment of the Prime Minister, Head of Government, Anatole Collinet Makosso, and the Minister of Economy and Finance, as well as other members of the Executive, to rigorously apply the function of strategic execution (that is to say the human, strategic and operational processes) which engages the responsibility of each actor for the results obtained; to inoculate and stimulate a dose of awareness on the part of members of the Government, on the one hand, and managerial executives of the Ministry of Economy and Finance, on the other hand, of the challenges and issues of the changeover management in “Budget-Means” mode, in “Budget-Program” mode from 2024; to succeed in imprinting, in the subconscious of each person, not only the heavy responsibility that awaits them with a view to changing their mentality and their culture of public management, but also their adaptation to the new situation; to prepare the future key executive players of the Programs, including the Minister of Economy and Finance, to overcome the pitfalls of operationalizing the Results-Based Management (GAR) mode, both on the managerial level and organizational and technical; to draw the attention of members of the Government to the challenges, issues, lessons learned, good practices, (...) of the operationalization of the Program Budget, based on the cases of other countries having already experienced this budget management method; to carry out a critical examination of the draft documents and formulate suggestions and recommendations, with a view to enriching them; to obtain, through validation, a consensus around said documents; and to internalize the paradigm shift driven by RBM, in the management of public finances in “Budget-Program” mode.

Documents to validate

In total, around twenty documents must be validated on behalf of the Ministry of the Economy and Finance. Among which: the Strategic Plan (PS); the annual and multi-annual programs; Annual Performance Projects; the Monitoring-Evaluation Framework; the Medium-Term Expenditure Framework (MTEF); and the Budgeted Work Plan (BWP).

The expected results

The expected results at the end of this Workshop are as follows: awareness, by participants, of the challenges and issues linked to the switch to management in “Budget-Program” mode; contribution to the formulation of new paradigms generated by results-based management in “Budget-Program” mode; adherence to the proposed strategic planning and budgetary programming; the amendment and validation of all the draft documents allowing the Ministry of the Economy and Finance to switch to “Budget-Program” mode; the internalization of the need and constraints of new paradigms of results-based public finance management by the participating Ministers.

For information purposes, Memorandum No. 0024/PM-CAB of Monday June 12, 2023 from the Prime Minister, Head of Government, cites the Ministry of the Economy and Finance in the pack of the first six ministries out of 38, which will switch in the public finance management approach in “Budget-Program” mode, from the 2024 fiscal year.

Remember that on the same day from Monday June 12 to Friday June 16, 2023, the Minister of Economy and Finance, Jean-Baptiste Ondaye, organized, for the managerial executives of his department, the training workshop under the theme: “The reform of public finance governance”, and under the 3 sub-themes below: “Leadership and change management”; Results-based management and performance management”; and “Monitoring-evaluation and reform management”.
