11th Steering Committee Meeting of the Information Sytem Reform Projects of the Ministry of Finance
“The status and follow-up of the SIGFIP Project Action Plan” was among the 5 items on the agenda of the 11th Steering Committee Meeting of the Information System Reform projects of Ministry of Finance and Budget. The work was presented on Monday September 30th 2019 in Brazzaville by the Congolese Minister of Finance and Budget, Calixte Nganongo.
The date of 4 Novembre 2019 was choosen by the participants to launch the Integrated Public Financial Management System (SIGFIP) as a dual order. That is, in the old SIDERE system (Integrated System of Government Expenditure and Revenue), as well as in the new SIGFIP system, to ensure the reliability of the reform.
This launch will concern all the other Ministries and institutions of the Republic of Congo, after the success of the pilote phase, which was tested in four Ministries, namely: Ministry of Finance and Budget, Ministry of Interior and Decentralisation, Ministry of Construction, Urban planning and Housing and the Ministry of Hydrocarbons. This phase was marked by, among other advances, the implementation of the “First come, Firsr serve” (FCFS) procedure!
The other four items discussed by Copil members were “the presentation and launch of the Unique Identification Number (NIU) project's mass collection of individuals” ; “decision points first on status and procedure of the Public Sector Integrated Reforms Project (PRISP), on the selection of a service provider capable of proposing an IT solution for the modernisation of the tax and tax management system (E-TAX)” ; second, on the tracking of payments to the Treasury under the State-petroleum Component Debt Payment Tracking System (SYSPACE) ; “information points on the Customs e-project and the teleservice project” ; and “Miscellaneous”…
Regarding the new UIN project , its presenter, Henri Jacques Kiénaka, said that the first six months of its deployment phase over the entire national territory will require a personnel of 340 agents, 90 mobile stations, 2 personalisation centres, etc
As for information points on e-customs, the Copil of Monday September 30th 2019, validated the operation, in experimental phase, of its three modules, namely: e-pay (platform for payment of customs taxes by bank or mobile money); Webb-tracker (customs declaration by telephone) and e-Tracking (tracking of goods using geolocalisation, beacons on the Pointe-Noire- Nzassi road sections–entry to the Cabinda; and Pointe-Noire-Brazzaville-entry in RDC).
In the various cases, it was recommended that participants have access to the conclusions of the previous and future sessions of the Copil, and the development and budgeting of all the projects of the Information System Reform of the Ministry of Finance.
“Far from us the idea of confusing speed and haste, these reforms must be completed in 2019, and implemented by 2020”, Calixte Nganongo, the president of Copil, said.
