Information System Reform Project of the Ministry of Finance and Budget

The 12th Steering committee reviews the progress of SIGFIP and E-TAX projects

Among the 4 points on agenda on the work of 12th Steering committee (COPIL) of the information system reform project of the Ministry of Finance Budget, held on Monday, March 9, 2020 in Brazzaville, was the review of the progress of 2 projects, namely: the Integrated Public Financial Management System (SIGFIP) and the Tax Management System (E-TAX).

 

On this occasion, Madame Ingrid Olga Ghislaine Ebouka-Babackas, Minister of Planning, Statistics and Regional Integration, president of COPIL, representing the Minister of Finance and Budget, Calixte Nganongo, all the participants first followed the presentation and the Report (SIGFIP-SIDERE) in all the Ministries and institute since January 3, 2020.

This report indicates that, “with regard to the summary table, there has been a marked improvement in the overall use of SIGFIP. Users are familiar with the tool. No support has been made to date on SIGFIP. In addition, for full-scale testing to be effective, it must be done from end to end. In other words, the tests must be from the expression of need to the actual payment of the expenditure”.

The COPIL members then followed the presentation and preparations for the launch of the test phase of the E-TAX project; the projects status update on “Unique Identification Number” (UIN), “Stamping Machine” and “E-Pay CONGO”, and then the various projects.

Note that the video presentation and demonstration of all these projects was made by the director of information (DSI) of the Ministry of Finance and Budget, Guy Nöel Londongo, assisted by the various projects managers (PM).

For Madame Minister Ingrid Olga Ghislaine Ebouka-Babackas, “it is important that we move forward in the various structural reforms that we have chosen to implement, to finally help out from an economic and financial crisis that brought us to enter the programme with the International Monetary Fund (IMF) …the progress of projects (in particular SIGFIP and E-TAX) aims at mobilizing resources and improving the quality of public expenditure”.
