Opening of the 8th Annual International Symposium on Taxation

UNDER THEME: "ROLE AND PLACE OF NATIONAL TAX LAW: THE CHALLENGES OF REVENUE MOBILIZATION AND SUSTAINABILITY"

On Tuesday, September 9, 2025, the Grand Hotel of Kintélé, located in the municipality of Kintélé, a suburb of Brazzaville (Republic of Congo), hosted the 8th Annual International Symposium on Taxation for four days. Under the theme: "Role and Place of National Tax Law: The Challenges of Revenue Mobilization and Sustainability," this meeting was opened by Paul Valentin Ngobo, Minister of Agriculture, Livestock, and Fisheries, representing Anatole Collinet Makosso, Prime Minister and Head of the Congolese Government.

The opening ceremony featured six speeches, delivered in turn by Destin Tagore Eyourayo Kondzi, President of ADAF-Congo-Brazzaville; Maxence Bringuier, President of the ADAF International Senate; Arnaud Raynouard, Director of Master 227 at Paris Dauphine-PSL University; Fabien Lalitte, Chargé d’Affaires at the French Embassy in Congo; Ludovic Itoua, Director General of Taxes and State Property of the Republic of Congo; and Paul Valentin Ngobo.

In his address, Ludovic Itoua outlined several concrete reforms undertaken by the Congolese tax administration to increase revenue. These reforms include: “the reform of Value Added Tax (VAT), through the simplification and harmonization of reporting procedures, notably the widespread adoption of online filing for large companies, resulting in a nearly 15% increase in VAT revenue between 2020 and 2023, despite a challenging economic climate; the digitalization of tax procedures through the implementation of the E-TAX platform for online filing; the broadening of the tax base by integrating the informal sector, which represents more than 40% of national economic activity; and the adoption of a flat-rate global tax for small economic operators.”

Opening the proceedings, Paul Valentin Ngobo expressed, on behalf of the Prime Minister, the hope that the recommendations adopted following the discussions on the various themes of the 8th Colloquium would be made available to policymakers to guide their political choices.
