8th International Symposium on Taxation in Brazzaville

On Monday, September 8, 2025, in Brazzaville (Republic of Congo), the Organizing Committee of the 8th International Symposium on Taxation announced to the press that the official opening of the event is scheduled for Tuesday, September 9, 2025, at the Grand Hotel de Kintélé. Held under the high patronage of the Prime Minister, Head of Government, Anatole Collinet Makosso, this four-day conference will focus on the theme: "Role and Place of National Tax Law: The Challenges of Revenue Mobilization and Sustainability."

This press conference was co-hosted by Destin Tagore Eyourayo Kondzi, President of the Dauphiné Association of Tax Administration (ADAF)-Congo; Hyppolyte Mboumba Mavoungou, Director of Internal Audit at the Directorate General of Taxes and State Property (DGID) of Congo; Arnaud Raynouard, Director of the Master 227 program at Paris Dauphine-PSL University (a program established 45 years ago); and Maxence Bringuier, President of ADAF (France).

During this discussion with the speakers, Arnaud Raynouard stated that "the International Symposium on Taxation originated from the partnership established between the Master 227 'Tax Administration' program at Paris-Dauphine-PSL University and ADAF. This collaboration aims to bridge the gap between academic excellence and the practical needs of international tax administrations."

Maxence Bringuier added that "the Symposium has gradually become an essential event for the international Francophone tax community, particularly for African tax administrations." Its evolution reflects a steady rise in influence and growing recognition of its expertise in the field of international tax cooperation. In other words, the Colloquium is a neutral forum, created to be facilitated by tax stakeholders from the public sector, the private sector, and civil society.

According to the organizers of the 8th Colloquium, three roundtables will be featured: “Revenue Mobilization: Extractive Industries, Present and Future”; “Combating Tax Evasion and Delinquency: Adapting Administrative Structures”; and “Sustainable Development and the Exploitation of Living Resources.”

The speakers were quick to point out that the first edition of the Colloquium was held in Paris, France, in 2017. Since the sixth edition, which took place in Lomé, Togo, in 2023, the International Colloquium on Taxation has been held annually, alternating between France and another country.
