Signing of the Investment Agreement for the Construction of a New Refinery

Four members of the Congolese government signed on Tuesday 24 November 2020 in Brazzaville, the Investment Agreement for the construction of a new refinery by Beijing Fortune Dingheng Investment Co. Ltd, in the Special Economic Zone (SEZ) of Pointe-Noire.

 

The Congolese side was represented by Ministers Jean Marc Thystère Tchicaya (in charge of Hydrocarbons), Gilbert Mokoki (Special Economic Zones), Calixte Nganongo (Finance and Budget), Ludovic Ngatsé (Budget Delegate) and by Gilbert Ondongo's Director of Cabinet (Minister of State, Minister of Economy, Industry and Public Portfolio). The Chinese side was led by Sen Shao, representing Yonghong Li, Chairman of the company. 

"This refinery, with a capacity of 2.5 million tons of hydrocarbons per year, will be built to meet the ever-increasing demand for finished petroleum products, not only from Congo, but also from countries in the Central African sub-region. These are mainly high quality petrol and gas oils, liquefied petroleum gases, light fuel oils and lamp oils. This refinery will be operational by 2023," said Sen Shao. Adding that the goal of Beijing Fortune Dingheng Investment Co. Ltd is to launch the petrochemical industry, to further develop the Pointe-Noire SEZ and diversify the Congolese economy.

He specified that this company will train Congolese personnel, within the framework of local content, and will build community infrastructures, within the framework of Corporate Social Liability (CSR).
