The Electronic Invoicing Machine is entering its Test Phase in Brazzaville.

The Electronic Invoicing Machines Management System (MFE), presented and showcased by Ivan Stojiljkovic', Managing Director of INCODEV, a Belgrade-based international firm (Serbia), is entering its test phase. The launch ceremony took place on Monday 1 February 2021 by Calixte Nganongo, Minister of Finance and Budget, accompanied by his colleague, Ludovic Ngatsé, in charge of Budget.

 

The MFE has among other assets: standardised content; QR code for simple verification; better tax management; securing tax revenues, transparency; traceability and improved business climate.

However, in the old system, the content did not meet the requirements of the law; lack of transparency between buyer, seller and administration; non-availability of invoice data at the level of the Directorate General of Taxes and Estates; lack of control over turnover with consequences on the evaluation and performance of value added tax (VAT), as well as other taxes, profits from sales deductions, etc.

Among the players who have a very important role is the Directorate General for Taxation and Estates (DGID), in managing the data collected, validating the compliance of invoicing systems with requirements, and monitoring the use of invoicing systems.

Secondly, taxpayers, by acquiring invoicing machines that comply with the standards laid down by the Directorate General of Taxes and Domains (DGID) and recording each transaction on the standard invoice. Buyers must require a standard invoice after each transaction; suppliers must comply with the requirements and open validation of compliance by the DGID; and finally, the government must support the standard invoice as a tool to increase transparency between stakeholders and ensure increased tax revenues

Four months after the presentation of the MFE, made by Ivan Stojiljkovic', the application was launched in the presence of representatives of the Chamber of Commerce, UNICONGO... A practical test was carried out at the Johny company (sale of frozen products subject to VAT) which issues standardised invoices to buyers.
