
On Tuesday, April 22, 2025, Hilaire Mavoungou, Acting Chief of Staff to Christian Yoka, Minister of Finance, Budget, and Public Portfolio, oversaw the transfer of service between two outgoing Deputy Directors General of the Treasury (DGAT), namely: Sylvère Armel Dongou and Gertrude Stéphanie Mouaya, on the one hand, and Hylarion Stève Ibobi Ollessongo, former Paymaster General, recently appointed sole DGAT, on the other.
The ceremony took place in the office of Albert Ngondo, Director General of the Treasury, in the presence of Darel Gildas Ngouala, Inspector General of Finance (IGF); Audrey Alban Jean-Baptiste Mapithy-Ma-Mapithy, Administrative and Legal Advisor (CAJ) to the Minister of Finance, Budget and Public Portfolio; and Nadège Judicaël Marthe Xavière Picki Diatha, Assistant to Minister Christian Yoka.
This transfer of office follows Decree No. 2025-115 of April 18, 2025, appointing Hylarion Stève Ibobi Ollessongo as Deputy Director General of the Treasury (DGAT). This Decree thus ends the terms of office of the three Deputy Directors General of the Treasury appointed in November 2024.
All in all, two of the three DGATs have just been relieved of their duties. In this case, Sylvère Armel Dongou, Central Treasurer, and Gertrude Stéphanie Mouaya, Receiver General.
