THE TECHNICAL COMMITTEE ON THE FINANCIAL INCLUSION STRATEGY MOVE FORWARD

On Friday, July 25, 2025, in Brazzaville, the Technical Committee tasked with reviewing the development of the National Financial Inclusion Strategy (SNIF) and the Microfinance Sector Support Project in the Republic of Congo held its second meeting. The meeting was chaired by Dominique Ursel Tsono Ndzalé, Advisor on Institutions and Financial Engineering at the National Monetary Authority.

This initiative reflects the Government's commitment to making financial inclusion a strategic lever for sustainable growth and poverty reduction. Equitable access to financial services for vulnerable populations is a national priority aimed at fostering economic diversification, supporting entrepreneurship, and promoting shared growth.

The agenda focused on reviewing two documents submitted by Albert Makita Mbama, Consultant for the United Nations Development Programme (UNDP) and Managing Director of MATRACE Consulting: the "Assessment Report on Financial Inclusion in the Republic of Congo" and the "Draft National Financial Inclusion Strategy."

The Committee members offered constructive feedback, particularly regarding the clarity of the levers for action, alignment with national public policies, and the consistency of the monitoring indicators. The consultant acknowledged these remarks and committed to incorporating them into an enhanced version.

Task assigned to the National Economic and Financial Committee (CNEF)

The participants agreed to invite the National Economic and Financial Committee (CNEF) of Congo to work on revising the structure of these documents, in consultation with the UNDP consultant, within two weeks.

A follow-up meeting is scheduled for no later than the end of August 2025 to validate the revised documents before their submission to the Minister of Finance, Christian Yoka, Chairman of the Steering Committee, for final review.

This methodical approach demonstrates the Congolese authorities' commitment to equipping the country with a robust financial inclusion strategy, an essential condition for promoting access to financial services for all and contributing to Congo's economic development.

As a reminder, the first meeting of the Technical Committee was held in October 2024 in Brazzaville.
