Ministry of Finance and Budget - Transfer of services and installation of Henri Loundou, new Director of cabinet

On Wednesday 29 August 2018, the Minister of Planning, Statistics and Regional Integration, Ingrid Olga Ghislaine Ebouka-Babackas, representing the Minister of Finance and Budget, Calixte Nganongo, presided over the handover ceremony between Emmanuel Akouala-Mpan, outgoing Director of Cabinet, and Henri Loundou, incoming Director of Cabinet, in the conference room of the Ministry of Finance, in Brazzaville, Republic of Congo, in the presence of the Advisers and Directors General under tutelage.

 

The ceremony had three main highlights. First, the intervention of the Minister of Planning, Statistics and Regional Integration, who reminded the audience of the courageous series of measures undertaken by the Minister of Finance and Budget relating to the reforms of the financial authorities, in order to secure State revenues and better finance the National Development Plan (NDP) 2018-2022.

Then, the farewell address by the outgoing Director of Cabinet, Emmanuel Akouala-Mpan, who thanked the Minister of Finance and Budget for the trust he had placed in him during his two years in office. Finally, the speech of the incoming Director of Cabinet, Henri Loundou, an executive of the company, who has spent 33 years of uninterrupted service at the Ministry of Finance and Budget, from the General Directorate of Financial Control, to the General Directorate of Public Accounting, where he has been working for 15 years, and including the General Directorate of the Budget.  

It should be noted that before this appointment, Henri Loundou chaired the Public Finance Reform Committee since 2016, under the leadership of the Minister of Finance and Budget.  In this capacity, he led the works of the workshops on the situation of the Directorates-General of the financial authorities, which led to the preparation of the Strategic Plan for Public Finance Reform (2018-2022).  Plan to which Calixte Nganongo attaches importance.  “This experience, Madam Minister, that I wish to use in the management of the Minister of Finance’s office.  However, this experience is not enough.  This is why I call for collegiality in the management of the cabinet: collegiality with the Advisors, and collegiality with all the departments attached to the cabinet,” he insisted.

The main highlight of the ceremony was the immediate installation and taking up of duties by the new Chief of Staff of the Minister of Finance and Budget.
