Human Resources Management Digitalization Project of the Ministry of Finance, Budget and Public Portfolio (MFBPP)

On Wednesday, May 28, 2025, in Brazzaville, the Commission responsible for supporting the Human Resources Directorate (HRD) in collecting needs from future users of an Integrated Human Resources Management System (HRMIS) of the Ministry of Finance, Budget and Public Portfolio (MFBPP) held its second session in the meeting room of the Ministry. Led by Jean-Marie Montsagna, Director of Human Resources and Coordinator of the Commission, this meeting allowed members to first clarify the challenges of the reform, which aims to provide the Ministry with a centralized, modern, and efficient IT system, enabling optimized human resources management, transparency, traceability, and the integration of HR processes. The meeting then allowed them to discuss the collection of needs from future users of the integrated system and to define the next steps to ensure its implementation.

Elective General Assembly of the CSTC Section of the General Directorate of the Budget (DGB)

The elective General Assembly of the Congolese Workers' Trade Union Confederation (CSTC), section of the General Directorate of the Budget (DGB), was held on Friday, May 9, 2025, in Brazzaville, at the premises of the Ministry of Finance, Budget, and Public Portfolio. A new nine-member Executive Board was established. It is headed by its Secretary General, Jean Mpoako.

On Tuesday, May 6, 2025, in Brazzaville, François Mounzéo Breitzer, Tax Advisor, representing Christian Yoka, Minister of Finance, Budget, and Public Portfolio, launched the awareness campaign for the implementation instructions for the tax provisions of Law No. 47-2024 of December 30, 2024, on the Finance Act for the year 2025. He was joined by the Director General of Taxes and State Property (DGID), Ludovic Itoua, and the Director of General Audits and Research, Séraphin Ndion.

Transfer of Service at the Directorate General of the Treasury (DGT)

On Tuesday, April 22, 2025, Hilaire Mavoungou, Acting Chief of Staff to Christian Yoka, Minister of Finance, Budget, and Public Portfolio, oversaw the transfer of service between two outgoing Deputy Directors General of the Treasury (DGAT), namely: Sylvère Armel Dongou and Gertrude Stéphanie Mouaya, on the one hand, and Hylarion Stève Ibobi Ollessongo, former Paymaster General, recently appointed sole DGAT, on the other.

Handover of Service at the Congolese Sinking Fund (CCA)
