
On Tuesday, March 18, 2025, in Brazzaville, Paul Malié, Chief of Staff to Christian Yoka, Minister of Finance, Budget and Public Portfolio (MFBPP), officially installed Okina Elenga-Ngaporo as Director of Information Systems (DSI) of the said Ministry.
"Today, I take the liberty, on behalf of the Minister of Finance, Budget and Public Portfolio, of installing you, one month after your appointment, by Decree No. 2025-23 of February 14, 2025. I am handing you your Decree, which you will keep and read. Today, you are the manager of the MFBPP Information System. You know the weight you carry." "I know there are many challenges. For example, having declared 2025 the year of digitalization at the MFBPP;… In short, you have a lot to do," declared the Chief of Staff, addressing the new DSI.
The Minister's representative took the opportunity to urge the DSI staff to work as a team, in open collaboration, to achieve the objectives. He drew their attention to the fact that "anyone who joins the team should not play offside, at the risk of being ousted."
In response to the advice of the Chief of Staff, the new DSI expressed himself as follows: "I would first like to thank the Minister of FBPP, who has placed his trust in my modest person, for the work of securing revenue and streamlining expenditures. Rest assured, Mr. Chief of Staff, that I understand the scope and weight of the responsibility." And, knowing the objectives, like a worker mastering his tools, rest assured that the work will be properly completed."
Impressions of the new CIO, collected by the press
Immediately after his installation, the Director of Information Systems addressed the concerns of the journalists who approached him.
Mr. Director, yesterday, you were looking at the "CIO house" from the outside. Now that you are fully involved, what would your priorities be?
Regarding the "CIO house," I have always been there, as Head of the IT Department at the General Directorate of the Budget (DGB). And today, I have been brought back to the Cabinet. The roadmap given to me by the Minister of Finance, Budget and Public Portfolio, Mr. Christian Yoka, relates to securing tax, customs, and service revenues. This is what my colleagues and I will focus on as a priority.
What would you say to your colleagues as you take up your duties?
To the staff, that is, to all of us, I would say that we are in a time of reform. To achieve this, we must work as a team. This teamwork requires commitment, best practices, and diligence from everyone in carrying out their tasks. This is the message I would send not only to my colleagues in the IT Department, but also to the other members of the various Directorates-General, attached Directorates, and directorates under their supervision.
