Holder of a Master of Law (LLM) from George Washington University (United States) and a Diploma of Advanced Studies (DEA) in Private Law from the Faculty of Law of the University of Paris V (France), Ms. Mapouata is an accomplished bilingual lawyer (French and English). An expert in negotiation and in seeking funding from donors, she has held the positions of Director of Cooperation and Advisor for Relations with Technical and Financial Partners at the Ministry of Finance.

Holder of a master's degree in economics from Marien Ngouabi University and a certificate of completion of training at the Administrative Recycling and Development Center (CERPAD) of the National School of Administration and Magistracy (ENAM). Ms. ELENGA-NGOLLO Lydie joined the Directorate of Studies and Planning (DEP) of the Ministry of Finance in 2010. Before being promoted to the position of Director of Studies and Planning, she served as Head of the Statistics Department within the said Directorate. A member of the team monitoring the economic and financial program with the IMF, she was also responsible for monitoring the execution of budget revenues, the government's net position (PNG) and a member of the team responsible for developing the State's financial operations table (TOFE).

An expert in the management of administrative and legal affairs, Mr. Montsagna holds a PhD in internal public law and political analysis from the University of Lyon III (France). Having held multiple positions in ministerial offices and private sector companies, his diverse experience allows him to easily understand the issues and challenges of public administration. In particular, he was Director of Human Resources and Organization at the Société nationale des pétroles du Congo (SNPC). He is also a lecturer at the Faculty of Law at Marien Ngouabi University in Brazzaville.

Holder of a Diploma in Economic and Legal Studies applied to Construction and Housing, obtained from the Institute of Construction and Housing of Montpellier (France), Mrs. Gisèle Marie Gabrielle AMBIERO, née ALIANDZIA, is Chief Administrator of SAF, 14th level. She has held numerous positions in public and parapublic administration. In particular, she was Director General of the University Hospital Center (CHU) of Brazzaville.

Expert in IT Security and IT Project Management, Okina Elenga Ngaporo holds a Polytechnic Engineering degree from the Polytechnic University of Bobo-Dioulasso (Burkina Faso). He joined the Ministry of Finance, Budget and Public Portfolio in 2011, where he held several positions of responsibility for 14 years (Head of Department, Head of Office, Head of Information Systems Security). Member of the Project Management Institute (PMI), Okina Elenga Ngaporo is an active player in international professional associations, such as the Information Systems Audit and Control Association (ISACA) and the Association of Certified Fraud Examiners, actively contributing to the promotion of good practices in governance and the fight against fraud.
