
The permanent secretariat for strategic steering and performance management is the administrative, technical and control body that assists the Minister of Finance, Budget and Public Portfolio in defining and steering sectoral strategy and policy, performance management and management control of the ministry's services and bodies.
The permanent secretariat for strategic steering and performance management, in addition to the executive secretariat, the internal audit division, the management control division, the general resources division and the information systems and communication division, includes:
the strategic steering and management department;
the performance management department;
the studies and forecasting department;
the analysis and synthesis department.
The permanent secretariat for strategic steering and performance management is responsible in particular for:
supporting the Minister of Finance, Budget and Public Portfolio in driving the reforms and directives necessary for the effective implementation of the Ministry's policy programs;
establishing a framework and tools for monitoring and evaluating the policy and strategy of the Ministry of Finance, Budget and Public Portfolio, implementing set up an updated database and a system for collecting, processing and summarizing information in order to support the reform process;
collect, process and disseminate all information necessary for forward-looking and strategic thinking in the Ministry’s areas of competence, in conjunction with its competent structures;
develop monitoring frameworks and supervise the organization of annual reviews of strategic performance;
participate in defining key and relevant indicators, in accordance with the performance management framework;
develop and implement the communication strategy relating to performance management and management control;
develop and implement monitoring and evaluation programs of the strategic management of the ministry;
develop, in a participatory and consensual manner, the ministerial reference framework for weighting activities and tasks, the frameworks for developing the various reports, the multi-year expenditure programming documents and other ministry management tools;
ensure the design, development and operation of tools enabling instant visualization of the evolution of performance indicators;
collect, analyze and summarize the management control and internal audit reports of the various departments;
prepare, in conjunction with program managers, forecasts and programming of jobs and payroll;
contribute to the development and coordinate the implementation of the Ministry’s sanitation plans and management modernization strategies;
coordinate the development of priority action plans, budgeted annual work plans and multi-year programs of the Ministry’s priority actions, in liaison with those responsible for programs, actions and activities;
ensure the implementation of the Minister’s recommendations, decisions and instructions and the overall management dialogue of the programs, as well as the dialogue within each program;
encourage and assist the structures responsible for management control in the execution of their missions;
prepare and popularize the dashboards for strategic steering, performance management and management control.
