Official Relaunch of the National Committee on Public Debt (CNDP)

Opening of the first ordinary session of CNDP

Placed under the authority of the Ministry of Finance and Budget, Calixte Nganongo, the National Committee on Public Debt launched on Tuesday 28 May 2019 in Brazzaville. The work of its first session was presided over by the Minister of Planning, Statistics and Sub-regional Integration, vice-president of the Committee, Ingrid Olga Ghislaine Ebouka.

Created by Decree N0. 2008-56 of 31 March 2008, the National Committee on Public Debt (CNDP) is a body whose mission is to develop, coordonate and monitor the implementation of the National Policy on indebtedness and the management of the public debt, and to ensure that it is consistent with the development goal and the financial capacity of the State. 

This committee, which has not worked for a decade for various and varied reasons, according to the Minister of Planning, Statistics and Sub-regional Integration, was relaunched on October, 4, 2018, on the instruction of the Minister of Finance and Budget, Calixte Nganongo.  

According to Olga Ghislaine Ebouka-Babackas, the activation of CNDP will make it possible to put an end to the dispersion of debt activities between various structures, without an operational coordination mechanism and without a management strategy. “I would like to draw the Committee’s attention to the importance of these missions, which will enable our country to ensure that the level and place of debt growth are sustainable from now on, and that the debt servicing will be regurlarly paid for in the short, medium and long term”,Ingrid Olga Ghislaine Ebouka Babackas said.

The work of the first ordinary session opened today, will allow the members of this body to take more ownership of the guidelines of the community regualtion on public debt policy, and on the management of the public debt in order to facilitate, for congo, options to be chosen within the framework of new financing policies and in determining the sustainability profile of the public debt for the coming years.

During this session, the debt procedure manual which was drafted at the last two technical sessions of the CNDP, held on 27 February and on 20 March 2019, in order to update organic texts, will also be validated.

CNDP is composed of a president who is the Minister of Finance; a vice-president who is the Minister of planning; a Rapporteur who is the Director General of the Congolese Sinking Fund (CCA) and about twenty permanent members.
