300 Employers from all the Ministries are getting acquainted with the functionalities of SIGFIP

Hilaire Mavoungou, adviser for budget issues, acting director of cabinet of the Minister of Finance and Budget, Calixte Nganongo, opened, Monday 18 November 2019 in Kintélé (northern suburb of Brazzaville) the workshop devoted to raising awareness and deploying the functionalities of the Integrated Public Financial Management System (SIGFIP) in all the Ministries and institutions of the Republic of Congo before its commissioning in January 2020.  

 

This week-long workshop, which will end on Saturday 23 November 2019, brings together nearly 300 participants, delegates from the Ministries of the Congolese government. This awareness-raising concerns in particular the new chain of public expenditure and administrative and financial directors, credit managers, heads of financial and equipment and accounting services.

SIGFIP, Hilaire Mavoungou said, is part of the public financial reforms momentum, driven by the desire to equip Congo with a modern integrated management tool, which guarantees the transversability of our working approaches, the liability and security of the financial information, the performance and improvement of public administration in accordance with the National Development Plan (NDP).  For 6 days, you will discuss on the functionalities of SIGFIP for a better implementation of the Sate budget for the financial year 2020, considered as a pivotal budget between the current situation and the actual transition to programme budgets, planned for 2022”, he said.

The first day of the workshop was devoted to the general presentation of the reform; the presentation of the legal framwork; the schematic presentation of the new chain of expenditure; and the summary of the normal procedure for the execution of expenditure, the functional presentation of the administrative and accounting phase of the chain of expenditure; the technical presentation of the expression of need, price request and committment and the technical presentation of the liquidation and mandating stage, by Saturnin Ipodo-Nzingou, director of accounting centralisation, deputy project manager of the User group-SIGFIP. 

Note that this workshop comes after the success of the pilot phase of the four Ministries, namely: Ministry of Finance and Budget; Ministry of Hydrocarbons, Ministry of Construction, Urbanism and Housing and the Ministry of Interior and Decentralisation.
