1st meeting of the tax reform steering committee (COPIL) - Participants make the progress report of the general tax Code overhaul

Thursday 27 September 2018 at Brazzaville, members of the tax reform steering committee (COPIL) and experts of the cabinet Ernst &Young-Fiduciaire France-Afrique (FFA) held an inaugural session to take stock of works of the general tax Code overhaul (CGI) and the Book of tax procedures. The meeting was presided over by the Director of cabinet of the Ministry of Finance and Budget and president of the public finance reform committee.  

The overhaul initiated by the Minister of Finance and Budget, is part of the modernisation of the tax system currently in force. The mission of the cabinet Ernest & Young, to whom the works are intrusted, consists in : identifying and analysing in the CGI, outdated, contradictory, inconsistent tax provisions which would not be likely to foster investment ; proposing their abolition and suggesting solutions, if necessary, their change, explaining for each modification the arguments and motivations of rights and fact  ; proposing  a Book of tax procedures taking into account the objectives mentioned above and pursued by tax authorities ; proposing  a new and modern CGI based on “best practices” in the CGI reforms initiated by  some countries of the CEMAC zone and OHADA ; uniting in the new CGI the various  uncodified tax laws such as the Global Flat Tax (IGF), the Value Added Tax (TVA), Fund Transfer Tax (TTF), Land Ownership (RPF)…

 

On the occasion of this first COPIL, the cabinet Ernest & Young-FFA made a first proposal of the detailed plan of CGI recasted in 7 books.

As a reminder, this COPIL is held a year after the cabinet Ernest & Young-FFA and the Government of Congo signed a contract, on September 20, 2017. It is likely that the new CGI comes into force on January 1, 2020 as soon as possible and on January 1, 2021at the latest.
