SIGFIP implementation scheduled for 25 March 2019 in 4 Ministries

The 9thsteering committee meeting of the information system reform project of the Ministry of Finance and Budget opened Wednesday 20 March 2019 in Brazzaville. Under the auspices of its president, Calixte Nganongo, head of department

 

Of the four items on the agenda, two were discussed on the first day. First, the presentation of the Draft Updated Action Plan for the Information System Reform in 2019, which announces the implementation of the Integration Public Financial Management System (SIGFIP), Monday 25 March, in the four pilot Ministries (Finance and Budget; Energy and Hydraulics; Interior and Decentralization; and Construction, Urban planning and Housing). Then, the presentation of the follow-up of the draft Action Plan of for the SIGFIP implementation in 2019.

The Copil, which authorized this implementation in four Ministries, ensured, during this session, that the Test Plan to accompany this operation, was indeed developed by the Information System Department (DSI) of the Ministry of Finance.  Note that SIGFIP, which will be implemented in this pilot phase, will not yet take into account the First in first out (FIFO) in the accounting part of expenditure, as well as the implementation of the new procedures of revenue chain. “However, SIGFIP is set to be a new support, a budgetary and accounting reform. The objective is to switch from the budget of means to reach to a progrmme-mode budget before 2022”, participants said. 

According to DSI forecasts, by 31 July 2019, latest, the first draft should be ready, while the first Congolese draft budget-programme should be tabled no later than 8 October 2020 in Parliament, for the 2020 Finance Law.

That is whyCopil was proposed at its next meeting, to validate this draft updated action plan, in which the reform itself would require a three-year plan (for example 2019-2021).

 

An update on some actions in the Reform Action Plan

A total of 32 actions have been redesigned and proposed by DSI, for 2019. Some have already been implemented and others are in progress.  Such as, for “basic infrastructure”: the development of a computer room at the Directorate General of Treasury (DGT) and the rehabilitation of a building for the SIN project (Single Identification Number).

With regard to “Energy”: restarting solar panels and renovating the 2ndtransformer at the Ministry of Finance. In the area of “the Network”: the implementation of the first phase of the deployment of FIA (inter-administrations fiber optic). To date, 24 Ministries are already connected to the fiber optic out of 36 in the Government.  

Regarding the 2ndphase of FIA, Copil expressed the wish to see the Ministry of Finance release some equity, unil the procedure of financing by the World Bank (BM) under the “PRISP”project (Integrated public sector reform Project ), successful. 

With regard to“computer equipments”, the members of Copil suggested that DSI uses stock account data, which consists in following the tracks of equipment supplied since its delivery, until it is received and used by the beneficiary. This task could have been facilitated by a Directorate of the whole heritage of the Ministry of Finance, which should be created.

The discussions on the other agenda items for the 9thmeeting of Copil will take place next week.
