THE CONGOLESE GATIEN ONDAYE OBILI, APPOINTED PRESIDENT OF THE PERMANENT PUBLIC TREASURES CONSULTATION FRAMEWORK (CPC-TP) OF CEMAC, FOR THE YEAR 2024

Following changes within the Congolese Ministry of Economy and Finance, and in application of Article 4 of Instruction No. 06 of the Securities Settlement and Conservation Unit (CRCT) of the Bank of States of Central Africa (BEAC) of November 18, 2021, establishing the establishment, composition and operation of the Permanent Framework for Consultation of the Public Treasury of the Economic and Monetary Community of Central Africa (CPC-TP-CEMAC), the Congolese Gatien Ondaye Obili, Advisor for monitoring and cash management to the Minister of Economy and Finance, Mr. Jean Baptiste Ondaye, will represent the Congolese State next year as President of this sub-regional community institution.

 

Gatien Ondaye Obili is one of the three representatives of the Republic of Congo, who will hold, in 2024, the rotating presidency of the CPC-TP-CEMAC, according to the alphabetical order of the six member countries of CEMAC (Cameroon, Central African Republic, Congo , Gabon, Equatorial Guinea and Chad).

The designation of these three Congolese representatives to the CPC-TP-CEMAC by Albert Ngondo, Director General of the Public Treasury of Congo-Brazzaville, was communicated to the Vice-Governor of the BEAC, by letter from Minister Jean-Baptiste Ondaye, dated Saturday October 7, 2023.

This designation is in accordance with article 4 of instruction no. 06 indicated above. This article states that “the Presidency of the sub-regional consultation framework is annual and rotating, following the alphabetical order of the names of the countries of the Central African Economic and Monetary Community (CEMAC). For each State, it is carried out by one of the three representatives designated by the Director General of the Public Treasury. Before the start of each year, the Director General of the Public Treasury of the country which will assume the Presidency communicates to the Secretariat of the Sub-regional Consultation Framework the identity and function of the Representative of his country who will assume the function of President.

Thus, after the Public Treasury of the Central African Republic in 2023, the Presidency of the CPC-TP-CEMAC will be ensured, for the year 2024, by the Public Treasury of Congo.

The two other Congolese representatives designated by the Director General of the Congolese Public Treasury to the CPC-TP-CEMAC and confirmed in the ministerial letter of Saturday October 7, 2023 are: Raymond Yoka Ikama, Head of the Securities Department at the General Directorate of the Congolese Treasury, and Innocent Judicaël Akouéré Yombi, Head of Negotiations Department at the Congolese Amortization Fund (CCA).

Note that the CPC-TP-CEMAC was created by Instruction No. 06/CRCT/2021 of November 18, 2021. It meets in ordinary session every end of the quarter (i.e. four times a year), that is to say, i.e. in March, June, September and December. If necessary, it can meet in extraordinary session.
