Computerized management of the payroll- creating a single file for civil servants with Oracle HR-PAYROLL software

The Ministry of Finance and Budget and the Deputy Prime Minister's office  in charge of the civil service and the state  reform jointly held a workshop under the theme :"workshop on the preparation of technical details and the computerization process of human resources management for creating a single  file for civil servants with  Oracle HR- PAROLL software".

About  forty officers of the Ministry of Finance and Budget, the deputy Prime Minister's office in charge of the civil service, the reform of the State, labour and social welfare,  the military and police men pay are attending the workshop which started on Wednesday, July 25th  at Kintele, in the northern suburb of Brazzaville, Republic of the Congo. The goal of the meeting was to get a single civil servants payroll by using Oracle payroll software. This approach aims to  enhance the organizational capacity building of  information  systems  of  the various bodies involved in the process of the State economic, financial, budgetary and accounting management  so as to achieve transparency and good governance.

Using a single file is part  of the main activities carried out with the support of the World Bank for capacity building project in the field of transparency and good governance, but they have not been completed yet. ORACLE HR PAROLL software has been bought, but only the payroll  section is used by the Ministry of Finance and Budget.

The HR section is very important  to master payroll expenses and to have a reliable process of management  of the State human resources, so as to work along with the deputy Prime Minister's office in charge of the civil service.

The first day, the presentations were, inter alia, on the reform of the integrated management system of the payroll  in Congo, the  e-business suite software related to the payroll section used by the general directorate of budget, the servers infrastructure, the optical fiber for connecting administrations and  data center in Brazzaville and Pointe Noire  and their protection.

"The workshop will enable us to get ownership of what we already have  and to set up organizational bodies  and a work plan  so that we reach our goal, that of empowering  the State human resources composed of civil servants", said Thomas Lemamy  Atsoutsoula, chairman of the proceedings and adviser to the deputy Prime Pinister's office information system.
