Conclusions sanctioning the resumption of negotiations between the CSTC-FENATREF union section and the DGIFN

WORKERS CALLED TO RESUME THEIR SERVICE AFTER THE STRIKE

The General Directorate of National Financial Institutions (DGIFN) of the Ministry of Economy and Finance, represented by its Director General, Jean-Pierre Nonault, and the Trade Union Section of the Confédération Syndicale des Travailleurs du Congo (CSTC), represented by its Secretary General, Christian Ludovic Makaya Dangui, presented to the base, Thursday August 3, 2023 in Brazzaville, the statement of conclusions sanctioning the resumption of negotiations between the two parties. In the presence of Elaut Bello Bellard, President of the CSTC and the National Federation of Financial Administration Workers (FENATREF). The conclusions show the effective resumption of work from Friday August 4, 2023, at 7 a.m.

It was following letter No. 019/2023 of Thursday July 27, 2023 resuming negotiations suspended Tuesday June 6, 2023 that the two parties agreed on the lifting of the strike. These negotiations focused on the careful exploitation of the various demands contained in the Specifications. We are publishing the conclusions of the negotiations signed by both parties: “Regarding the departure of all service providers, it appears that the management of the DGIFN is the responsibility of the Administration. Consequently, the service providers are the actors supporting the proper functioning of the DGIFN. For the future, the Administration will have to take into account the legal conditions of hiring and contact the Ministry of the Economy and Finance. The two parties adopted the establishment of a Mutual Fund at the DGIFN which will be responsible for acquiring means of transport for the staff, with the General Administration actively working on this for this Mutual Fund. The two parties agreed on the operationalization of budget lines intended for appropriate training for DGIFN agents. Concerning the motivation bonus, the General Management asked the Directorate of Administrative and Financial Affairs (DAAF) to carry out, with the Union Section, a reflection, on the basis of technical data, with a view to granting this bonus to all DGIFN agents. In view of the new challenges, which require presence, discipline and rigor at work, the two parties concluded that it will not be a question of canceling the texts relating to abusive assignments, but rather, of taking other texts for reassignment of Insurance agents. Regarding the revision of the Health Insurance Contract, the two parties agreed to be patient and to study, by involving the Union Section, the reflection on financial productions, taking into account the challenges and others field competitions, in order to review this contract at its end. The two parties have, finally, agreed to subject the improvement of working conditions to presence at the workplace, to strict rigor and to efficiency at work, a sine qua non condition for achieving good results, which will bring the benefits for the benefit of the DGIFN and will undoubtedly improve working conditions.”
