The Congo Power Plant: A Public-Private Partnership Serving National Development

04 Jul, 2025

The Minister of Finance, Budget, and Public Portfolio, Christian YOKA, concluded his marathon of visits on Friday, July 4, 2025, with a visit to the Congo Power Plant (CEC), the flagship of the national energy industry and a pillar of the country's development strategy.

The Congo Power Plant is a perfect example of the success of a strategic public-private partnership. Incorporated as a public limited company, this company benefits from a balanced shareholding structure, with the Congolese government holding 80% of the share capital and Eni-Congo holding the remaining 20%. This capital structure demonstrates the confidence placed by a leading international partner in the Congo's energy potential. The creation of the CEC responds to a clear presidential vision: to provide Congo with robust energy infrastructure to overcome the country's chronic electricity supply difficulties. This initiative is part of a comprehensive approach to energy sovereignty and sustainable economic development.

Cutting-edge infrastructure serving the country

Since 2010, the CEC has fully assumed its role as an electricity producer. Located in Côte-Mateve, approximately 15 kilometers from Pointe-Noire, this gas-fired power plant represents a concentration of modern technology. With an installed capacity of 484 megawatts generated by three open-cycle turbines, it constitutes the backbone of the national electricity system. The CEC's performance speaks for itself. Ranked as the leading energy producer in Congo, it supplies more than 70% of the electricity consumed in the country. This dominant position gives this industrial facility the status of a highly strategic site from a social, economic, and political perspective. Its influence extends beyond energy production to all sectors of the country's economy. The company's slogan, "Energy, the essence of development," perfectly sums up its philosophy and underscores the importance of its contribution to national development. This motto reflects the company's awareness of its driving role in Congo's economic transformation.

Minister Christian YOKA's Commitment

At the end of his visit on July 4, 2025, Minister Christian YOKA expressed his clear vision of CEC's strategic role in the company's guestbook. His words, imbued with conviction, demonstrate the importance the government places on this infrastructure: "No energy, no economy. No electricity, no development. This gas-fired power plant is at the heart of our development strategy. A key link in Congo's electricity ecosystem."

The Minister also expressed his personal satisfaction with this visit: "It is with joy, pleasure, and pride that I visited this industry on July 4, 2025." These words reflect the government's commitment to this major industrial achievement. The Minister of Finance's commitment to the future of the CEC is reflected in specific and ambitious objectives. "It is with fervor and conviction that I will defend it. It is with determination that I will work to make it viable, to ensure its own profitability and budgetary independence," he declared.

This ministerial statement outlines a strategy aimed at strengthening the CEC's financial autonomy and optimizing its contribution to national economic development. The objective is clear: to make this power plant a model of industrial performance and sustainable profitability, capable of supporting Congo's development ambitions over the long term.

The ministerial visit to the CEC is part of a broader approach to assessing and supporting strategic public enterprises, demonstrating the government's commitment to ensuring the smooth operation of infrastructure essential to the country's development.
