The official launching ceremony of the international system took place on March 20, 2018 in Brazzaville under the chairmanship of the Principal Private Secretary, Emmanuel Akouala Mpan, representative of the Minister of Finance and Budget, honourable Calixte Nganongo. Martial Ndjimbi Makoundi, general manager of COGELO ; Yves Vartelo, CEO of Partner PMU ; Jean-Marie Montsagna, administrative and legal adviser of the Minister of Finance and chairman of the board of directors of COGELO and the representatives of CM3 Engineering and of the société nationale de loterie (lottery company) of the Democratic Republic of the Congo (DRC) also attended the ceremony.
"Technically speaking, the international system is an architecture based on the connection of all operating systems to the PMU member companies hub (server) of PMU partner. The connection is possible through terminals connected to GPRS via the telecommunication network available on the spot", said the executive director Martial Ndjimbi Makoundi.
Congo ranks 27th out of the fifty member countries of the international system. It is the first country of Central Africa to be a member of the body thanks to its 500 terminals connected to the GPRS.
This alternate system has five specific features : safe gambling from start to finish, reduction of the processing time of bets; reliance and tracing of data; transparency in the management of bets and improvement of the image of COGELO in order to guarantee its future growth.
"The international system will surely contribute to a high increase in the turnover and enable to support social and charitable activities at the national level. The system is indicative of the efforts made for modernization and good performance perspectives of the PMU», said Emmanuel Akouala-Mpan.
He also said that : "the gambling sector has risks and may be exposed to deviations like unfair competition, illegal gambling, money laundering and financing of terrorism, exposure of minor children and vulnerable strata to excessive and pathologic gambling".
