Department of natural resources (DNR) of the Ministry of Finance and Budget - Official launching of a computer system for the tracking of state debts payment (SYSPACE)

The Department of Natural Resources (DNR) of the Ministry of Finance and Budget has now got a computer system for the tracking of state debts (SYSPACE) for the oil sector. The system had been developed by the information system department of the same Ministry.

The launching of the system took place on Thursday, March 22, 2018 in Brazzaville (Republic of the Congo), under the chairmanship of Emmanuel Akouala-Mpan, Principal Private Secretary of the Minister of Finance and Budget, honourable Calixte Nganongo.

This achievement goes along with the modernization of the computer system of the said Ministry, the main objective of which being to secure state revenues. A greater part of these revenues are generated by natural resources exploited by companies having concession or production sharing contracts.

That is why the Department of Natural Resources, the task of which being to follow up the commitments of those companies, longed for getting such a tool. Today, this need is met.

As a consequence, the difficulties encountered so far by the DNR in its task of tracking state debts payment are now over. Some of the difficulties were : lack of an appropriate tool, manual handling of tasks, less backup devices, problems of identification of insolvent and non reliable companies, and difficulty in following up companies debts.

It is worth mentioning that SYSPACE is one of a series of applications launchings by the Ministry of Finance and Budget. Among them, they are: the customs clearance one window at Ngombe, to be opened on March 28, the computerization of customs offices and opening of customs clearance one windows in Sibiti and in Nkayi on March 29, and the launching of the integrated management system of public finance(SIGFIP) on March 30, through full-scale tests., and the inauguration of the application for the transparency in the sector of extractive industries, which is scheduled for April 2018.  

Later on, the E-TAX project, which is the new application designed by the general directorate of tax and land (DGID), and the process of modernization of the unique identification number will be launched (NIU).
