Directorate General of Treasury - Specialists in Treasury securities (SVT) of the Network and the Bank of Central Africa States (BEAC) meet in Brazzaville

A consultation meeting with the Specialists in Treasury securities (SVT) for the Republic of Congo, took place on Tuesday 11 September 2018 in Brazzaville.  Henri Loundou, Chief of staff of Minister Calixte Nganongo, in charge of Finance and Budget, delivered the opening speech in the presence of Michel Dzombala, National Director of the Bank of Central Africa States (BEAC), Fridelin Mbouloukoué, adviser to the National financial institutions and currency of the Ministry of Finance and the leaders of financial institutions.

 

Specialists in Treasury securities presented and discussed on several documents. Amongst other : the annual Report,  titled « Issuance and management of government securities » ; the quarterly Bulletin of government securities market of the Economic and Monetary Community of Central Africa - CEMAC and the semi-annual Bulletin of government securities via open souscription, from 1  January to 30 Jun 2018.

 Henri Loundou reminded the participants of the main factors that were pinned at the meeting of 1 August 2017, and limited Congo's performance in the market. These were the internal management constraints ; the high exposure of SVT to certain States that limit buffers ; challenges in assessing Congo's sovereign risks due to weak communication; lack of transparency on the use of funds raised on the market  ; and the negative impact of Congo's convergence deterioration on risk weighting ratios.  

The signs of an improvement in the Treasury's performance are already noticeable. At the end of May 2018, compared to the full year 2017, we note that total amount raised is just over 21 billion CFA francs, up from 22 billion for the whole 2017, and that a significant increase of the coverage rate of tendered amounts increased 50.2 basis points between 2017 and 2018" said the Chief of staff of the Minister of Finance of Congo.
