France offers 5 billion 247 million FCFA to finance the CEFA

The Minister of Finance and Budget, Calixte Nganongo and the French ambassador to Congo, François Barateau signed Friday 4 October 2019 in Brazzaville, a Donation Agreement, amounting to 8 million euros, or about 5 billion 247 million FCFA. This money will be used to finance education, training and learning centres (CEFA) in Congo, in their youth integration missions. 

The beneficiary of this donation, the Minister of Technical and Professional Education, Skilled Training and Employment, Antoine Nicéphore Thomas Fylla Saint Eudes, said that this funding will help improve the capacities and teaching conditions of CEFA. It will enable project management assistance and technical assistance to strengthen the CEFA network and secure the institutional and financial framework, in partnership with Congolese professional circles but also the rehabilitation and equipment of a CEFA dedicated to rural professions in Boko.   

According to the Minister of Technical Education, this project will be implemented in two phases: the first will strengthen the existing CEFA, and create conditions for their impowerment and their sustainability. In particular, the aim will be to secure the financing mechanisms of CEFA, create a framework for better involvement of the professional community, and then to build the steering and governing capacities of CEFA.

The second phase will consist in setting up sustainable financing mechanisms that will allow the creation of a new training centre for rural professions.

This support programme for CEFA network will be fully implemented by the Ministry of Technical and Professional Education, Skilled Training and Employment, through the CEFA optimisation and implementation project unit with the support of the French expertise. It is part of the 5-year deleveraging and development agreement (CD2) signed between France and Congo.
