
On Wednesday, May 28, 2025, in Brazzaville, the Commission responsible for supporting the Human Resources Directorate (HRD) in collecting needs from future users of an Integrated Human Resources Management System (HRMIS) of the Ministry of Finance, Budget and Public Portfolio (MFBPP) held its second session in the meeting room of the Ministry. Led by Jean-Marie Montsagna, Director of Human Resources and Coordinator of the Commission, this meeting allowed members to first clarify the challenges of the reform, which aims to provide the Ministry with a centralized, modern, and efficient IT system, enabling optimized human resources management, transparency, traceability, and the integration of HR processes. The meeting then allowed them to discuss the collection of needs from future users of the integrated system and to define the next steps to ensure its implementation.
Addressed at the end of the meeting by the Ministry's Communications Unit, Jean-Marie Montsagna defined the role of this Commission: "In view of the implementation of the reforms to the Information System of the Ministry of Finance, Budget, and Public Portfolio, Minister Christian Yoka established a Commission, effective March 27, 2025, tasked with supporting the HR Director in collecting needs from future users of the Ministry's Integrated Human Resources Management System." This management must be transparent, clear, and allow for direct communication between all structures under the Ministry's supervision regarding their personnel management."
Regarding the objectives of this reform, he stated that "the goal of the HRMIS is to have a single file of all Ministry personnel; to enable a direct exchange of information; and to express needs in terms of training, mobility, appointments, and retraining of staff. All employees must be managed by a system in which the Minister should have direct access to personnel information."
It should be noted that this Commission reports to the Chief of Staff, Paul Malié. The Commission's members come from 13 Directorates-General and five Directorates attached to the Cabinet. All the Commission members who participated in the inaugural meeting are focal points for each administration under its supervision.
The Commission is coordinated by four other members, led by Jean-Marie Montsagna. These are the Deputy Coordinator, Okina Elenga Ngaporo; the Monitoring and Evaluation Officer, Fidèle Mouendé Mbongo; the Rapporteur, Jean Bernard Malouka; and the Logistics Officer, who will be appointed by the Information Systems Department (DSI) of the MFBPP.
