IMF regional technical assistance center for the Central African region (AFRITAC- CENTRE) – A regional seminar on Public sector debt statistics opens in Brazzaville

In Brazzaville, from Monday 22 to Friday, October 26, 2018, a regional seminar on public sector debt statistics will be held. The workshops have been opened by Henry Loundou, Director of cabinet of the Minister of Finance and Budget, Calixte Nganongo.

 

This reflection, training and exchange meeting on the issue of public debt statistics, is part of the public finance management reforms initiated by all 11 Central African States, among which Congo Brazzaville.

Indeed, decree N0. 2018-70 of March 1, 2018, establishing the Table of State Financial Operations (TOFE) in Congo, for example, set the new principles relating to the compilation of statistics on the operations of all Congolese public administrations. “This is a modern analytical framework and in line with international standards for public finance statistics. With regard to the specific aspect of the treatment of the public sector debt, the gradual migration to full and effective implementation (MOE) of the new provisions relating to, it requires a capacity building of the producers of these statistics”, said Henri Loundou. 

The training aims to fill the gaps on the quality of debt statistics and to build a stronger foundation in the compilation and analysis of public sector debt statistics of the respective States. 

The participants will follow, among other presentations, the field of public sector units ; public sector debt- Definition and accountable rules ; identification debt instruments and the counterpart sector ; contingent liabilities and the reorganization of the debt ; the presentation of public sector debt statistics-joint IMF / World Bank database. 

Trainers are two IMF experts from AFRITAC-CENTRE, assisted by the public finance project manager of the CEMAC commission (Economic and Monetary Community of Central Africa).
