From Monday 27th to Friday 31th, August, 2018, the IMF's Regional Technical Assistance Center for Central Africa (Afritac center) is holding a regional seminar in Brazzaville, on the theme :"promoting an optimal management of budget risks".
Around 30 participants are attending the seminar, particularly senior officers from member countries of Afritac center, which supervise and manage budget risks or are willing to develop the follow up of the said risks.
The main speakers are Severin Yves Kamgna, Adviser in macro-budget for Afritac center, Julien Dubert and Adrien Tenne, experts of the IMF. The seminar aims to share international and regional experience, present and discuss methodological guidelines so as to identify, follow up and mitigate budget risks, develop capacity building of participants as regard the analysis of budget risks and the improvement of the budget documents by ensuring a better taking into account of budget risks. " If we are facing a crisis, it is due to the fact there were budget risks at the international market level, which led to the drop in oil prices. The risks were also in terms of the expenditure incurred when times were good. If only measures were taken, we would have anticipated the risks", said Severin Yves Kamgna.
For five days, the participants and the IMF experts will debate on the themes such as : understanding the budget risks ; medium term expenditure framework and budget risks ; identification and management of budget risks; budget risks in the guidelines of CEMAC (Central African Economic and Monetary Community) ; budget risks related to the State's implicit financial liability ; payroll management and budget risks ; public businesses and budget risks; public-private partnership (PPP) and budget risks; financial sectors and budget risks ; budget risks related to natural resources ; use of the risk management toolkit ;…
The seminar is part of the activities undertaken by Afritac. The five regional centers operating in Africa show the efforts made by their members countries, development partners and the IMF.
The head office of Afritac is located in Libreville (Gabon). Its activities cover the countries of CEMAC (Cameroon, Gabon, Equatorial Guinea, the Central African Republic, the Republic of the Congo, Chad) and the Republic of Burundi, the Democratic Republic of the Ccongo(DRC) and the Democratic republic of Sao-Tome and Principe.
