
On Thursday, July 10, 2025, in Brazzaville, Paul Malié, Chief of Staff to the Minister of Finance, Budget, and Public Portfolio, installed the four Divisional Inspectors and two Directors recently appointed to the Inspectorate General of Finance (IGF), by Decree co-signed by the Prime Minister and the Minister of Finance No. 2025-274 of June 26, 2025. This ceremony took place in the presence of Darel Gildas Ngouala, Inspector General of Finance, and Audrey Alban Jean-Baptiste Mapithy-Ma-Mapithy, Administrative and Legal Advisor (CAJ) to Minister Christian Yoka.
Indeed, Fred Bradley Bama-Okouéré, 5th echelon Treasury Inspector, was installed in his post as Divisional Inspector of structures of the Ministry in charge of Finance, while Guy-Oka Mbongo-Passi, 9th echelon Principal Treasury Inspector, took up his duties as Divisional Inspector of other ministries and constitutional institutions. Gervais Nkodia Tantsoulou, 12th echelon Chief Administrator of SAF, was solemnly established in his duties as Divisional Inspector of local authorities, while Dieudonné Diambi, 10th echelon Principal Treasury Inspector, was invested as Divisional Inspector of public establishments and companies in the State portfolio. At the same time, Roger Blond Régis Matsoukou Ngatolo, 6th-level Administrator of the SAF, was inducted as Director of Internal Audit, while Yvon Richard Mpoussika Matondo, 2nd-level Administrator of the SAF, officially assumed his duties as Director of Human Resources, Finance, and Equipment.
Paul Malié exhorted them all in these terms: "The Inspector General of Finance is a captain in a team. And for the Inspector General of Finance to accomplish its missions, you must lead the Directorates. And the Chief of Staff asked their colleagues to be able to navigate, to paddle in the same direction." "Whether among you there are those who have had the good fortune or misfortune to cross the river in a canoe with paddles, for the canoe to move forward, everyone must be able to paddle in the same direction, without sinking." "We don't want the Ministry of Finance to sink. Indeed, if the General Inspectorate of Finance sinks, the entire Ministry of Finance sinks," he explained to them. Paul Malié continued his address by alluding to the example decried by a foreign official who told police officers: "When the police go looking for thieves and don't find them, it's because the thieves are in the ranks of the police. So I wouldn't want you to be that police force."
Furthermore, the Chief of Staff lamented the absence of a woman among the newly appointed officers. He wondered if there are no women in positions of responsibility at the General Inspectorate of Finance, or if they are afraid of responsibility.
For his part, the Administrative and Legal Advisor to the Minister of Finance issued this warning to the new Inspectors: "The hierarchy has asked me to remind you that it has initiated far-reaching reforms, to which it asks you to adhere." Otherwise, just as she co-signed the Decree appointing you, she will also issue a memo to relieve you of your duties. Minister Christian Yoka has asked me to convey this message within this strategic structure, the IGF. Therefore, avoid conflicts of interest. Do your job conscientiously, so that the General Inspectorate of Finance can regain its former glory.
