In accordance with both Prime Ministerial Decree No. 2025-326 of July 25, 2025, appointing the Central Directors, and Service Note No. 2416 of July 28, 2025, from the Chief of Staff of the Minister of Finance, Budget, and Public Portfolio, appointing the new Central Directors, Audrey Alban Jean-Baptiste Mapithy-Ma-Mapithy, Administrative and Legal Advisor (CAJ) to Minister Christian Yoka, representing Paul Malié, Chief of Staff, officially installed the newly appointed officials in their offices.
These are Alfred Olivier Adoumat, Management Controller with the rank of Director; Ms. Nganga née Prisca Nadège Ibinda, Director of Information Systems Engineering; Brice Gangoué, Director of Application Systems Development and Technological Innovation; Gervais Ebata, Director of Information Systems Infrastructure and Security; Hugues Okana-Mongo, Director of Technical Support and Training; Christian Advenit Massengo, Director of Communication and Change Management; N’gono Mampassi, Administrative and Financial Director; and Martisc Mondzila, Head of the Kouilou Departmental Directorate.
The Administrative and Legal Advisor (CAJ) conveyed the Minister of Finance's message to the staff, stating: "The new organizational chart includes all positions. Appointments will continue to ensure the smooth operation of this structure. You have been operating for too long with an outdated organizational chart." Then, he warned, “You are expected to deliver results, to work diligently, and to achieve conclusive results. Otherwise, you will be dismissed in the same way you were appointed.”
For his part, Lord Marhyno Gandou, Director General of ACSI, explained to the audience and the new central directors that: “In 2025, we had the first team of the Congolese Agency for Information Systems. We worked for two years preparing it. As the Minister said, this is no walk in the park, but he expects results from us. Each of you must be prepared to tackle these various challenges. Certainly, the task is difficult, the missions are significant, but with a great deal of investment and dedication to your work, I believe you will be able to overcome the various challenges. May this team be united and harmonious, and may the missions of ACSI be a complete success.”
It should be noted that the ceremony continued on Wednesday, July 30, 2025, in the Kouilou department, where Martisc Mondzila was installed as Head of the Departmental Office, in the presence of Lord Marhyno Gandou, Director General of ACSI.
