Installation of Deputy Directors General of the Treasury

NEWLY PROMOTED EXECUTIVES TAKE UP THEIR POSITION

Under the supervision of Mr. Athanase NGASSAKI, Director of the Office of the Minister of Economy and Finance, the installation ceremony of three newly promoted executives at the General Directorate of the Treasury was held on Wednesday, November 13, 2024, at 10 a.m., in the premises of the General Directorate of the Treasury, in Brazzaville, in the presence of Mr. Albert NGONDO, Director General of this important technical body of the Ministry of Economy and Finance.

This installation is the logical continuation of Decree No. 2024-2675 of November 9, 2024, appointing Mrs. Stéphanie Gertrude MOUAYA, Receiver General; of Messrs. Hylarion Stève IBOBI OLLESSONGO, Paymaster General and Armel Sylvère DONGOU, Central Treasurer. Each having the rank of Deputy Director General.

These appointments are part of the innovations contained in Decree No. 2024-99 of March 6, 2024 on the attributions and organization of the General Directorate of the Treasury.

Indeed, Chapter 11 of Decree No. 2024-99 of March 6, 2024, entitled On the General Revenue, in its Article 21, stipulates that the general revenue of finances is managed and led by a public accountant, called the Receiver General, who has the rank of Deputy Director General.

Chapter 12 of the same decree, entitled On the General Payroll, in its Article 28, stipulates that the general payroll is managed and led by a public accountant, called the Paymaster General, who has the rank of Deputy Director General.

Chapter 13 of the said text, entitled On the central treasury, in its article 35, specifies that the central treasury is managed and led by a public accountant, called central treasurer, who has the rank of deputy general director.

It should be recalled that at the end of the reforms currently being implemented, particularly at the level of the General Directorate of the Treasury, the function of attorney, deemed incompatible with the organization of a general directorate, was purely and simply abolished.
