International Customs Day (ICD) - “Smart” borders for seamless Trade, Travel and Transport”

The World Customs Organization (WCO) celebrates each year, the International Customs Day. “Smart’’ borders for seamless Trade, Travel and Transport " is the theme chosen by the international community to celebrate this day, Saturday, January, 2019. 

Meeting at the auditorium of the Ministrty of Foreign Affairs and Congolese Abroad, in Brazzaville, Congolese customs’ senior officials and agents took part in the conference-debate organized for this purpose on the issues of performance and modernization of the administration, in particular, in the context where the requirements to maximize revenue is essential.   

Aware of this major issue, Guénolé Mbongo Koumou, Director General of Customs and Indirect duties (DGDDI), focused his presentation on accountability at all levels, the fight against corruption and deviant behaviors, the pursuit of reforms. " We must put in place, as of today, the conditions to achieve this : by securing our borders and customs revenue ; by reforming our administration in depth, so that it ties in modernity ; placing the culture of performance at the centre of our action ; and, finally, by providing the administration with computer modern techniques and tools for risk analysis. This will enable Customs to effectively fight against fraud that causes, each year, a significant tax evasion ", he said. The customs regulations will be rigorously applied to provide the State with customs revenue and make possible the implementation of the National Development Plan (PND)", he said.

Five sub-topics were debated during this day. Among others : the role of banking in the process of customs clearance ; the modernization of the system of Congolese customs, the e-customs ; the modern customs and risk management ; the Washington Convention on Countering Illicit Trafficking in Goods.
