On Wednesday November 29, 2023, a press conference was co-hosted, in the premises of the presidency of Marien Ngouabi University, by the Minister of Higher Education, Scientific Research and Technological Innovation of Congo- Brazzaville, Madam Delphine Edith Emmanuel Adouki, and the National Coordinator of the Unique Identification Number (NIU) Project, Mr. Roger Aymar Andely.

“The campaign for biometric enrollment of students and allocation of this document will be launched on Monday December 4, 2023 at the Mpila Enrollment Center, located on Avenue de la Pointe Hollandaise, next to the Saint Denis stadium, in Brazzaville. It will continue at a later date in Pointe-Noire and in the educational services at the Congolese embassies abroad,” announced the two speakers.

They specified that at the national level, all students (Congolese and foreigners) attending the two public universities (namely: Marien Ngouabi-UMNG University of Brazzaville and Denis Sassou-N'Guesso-UDSN University of Kintélé) , as well as those of Private higher education establishments are concerned. “But, at the international level, only Congolese students from outside will be required to go through the formalities of enrolling and obtaining the NIU,” the speakers clarified.

Two preliminary steps must be completed, as part of the formalities, by each student.

First, be the holder of the income declaration or the student card (which proves membership in the home establishment). Then, pre-register online, on the site: eform.niu.cg

Among the concerns raised by journalists was “whether the NIU card is free or not”. The speakers were clear on this: “NIU is free,” they warned.

As for “the fate reserved for students whose registration is not effective, because the exam results have not yet been published”, the press interlocutors declared that they will be enrolled on the basis of student documents of the academic year 2022-2023 (which are available), because the elements of the year 2023-2024 are not yet available.

Regarding “civil servants registered in higher education establishments, and who have already been enrolled at the NIU”, the same “for students already holding this card”, Madam Minister Delphine Edith Emmanuel Adouki and Mr. Roger Aymar Andely reassured the audience “that there will be no duplication, because the NIU does not give itself twice”.

All things considered, the presenters of the press conference went further in these terms, addressing NIU users: “We have put in place a permanent system to examine and resolve all possible disputes, and all specific situations. inherent to the NIU operation in Higher Education”.

Therefore, the leaders of the student unions were invited to go, the next day, to the office of the said ministry, to withdraw the timetable for the applicants' visit to the NIU center in Mpila, as well as the popularization messages of the campaign .

As a reminder, the NIU was established by the Congolese State in 2004. It is awarded by the National Coordination of the NIU Project, under the supervision of the Ministry of Economy and Finance.
