Ministry of Finance - Start of the pre-production phase of SIGFIP.

The 6th meeting of the Steering Committee (COPIL) of the Ministry of Finance’s information system reform project was held on September 21,  2018, in Brazzaville (Republic of Congo), under the authority of the Minister of Finance and Budget, Calixte Nganongo.  During this meeting, the presentation of the Integrated Public Finance Management System (SIGFIP) in its expenditure chain section was made.

 

The Public Financial Management System (SIGFIP) ensures modern public financial management.  SIGFIP is based on a recently developed guide to the procedure for the execution of State expenditure and a collection of special printed documents relating to the expenditure chain.  This application was presented by the Director of Information Systems of the Ministry of Finance and Budget, Guy Noël Londongo, assisted by the project manager, Marius Ikolo-Ngakosso.

 

It should be noted that the expenditure chain includes the administrative phase (with Expression of Requirements by Invitation to Tender; Commitment and Liquidation) and the accounting phase (with assumption for approval; and Payment).  "The important thing here," noted the Minister of Finance and Budget, President of COPIL, "is that the payment method is by bank transfer.  We are far behind in terms of banking.  We are still getting the money in our hands, unlike our neighbours in Rwanda or Kenya.  Let’s make sure that in Congo, people get used to going to the bank”.

Participants also discussed the progress of the Ministry’s other action plans for the IT reform project.  It was noted that several projects are already in progress, such as the interconnection of inter-administration optical fibre (AIF); the Ministry of Finance’s messaging system; and the interconnection between the Customs Information System (ASYCUDA) and the Tax Information System (SYSTAF, which is now E-TAX).  Further actions are still pending, such as the technical assistance requested by the Ministry.

 

It should also be noted that the 7th meeting of COPIL will be held in October of the current year.  It will be devoted to testing IT reforms in five pilot ministries: the Ministry of Finance and Budget; the Ministry of the Interior and Decentralization; the Ministry of Construction, Urban Planning and Housing; and the Ministry of Energy and Water.
