Modernisation of the Information System of the General Directorate of Taxation and State Property (DGID)

INCODEV presents the Electronic Invoicing Machine (MFE)

The Minister of Finance and Budget, Calixte Nganongo, followed, on Tuesday 29 September 2020 in Brazzaville, the presentation of the Electronic Invoicing Machine (MFE), made by Ivan Stojiljkovic', Managing Director of Incodev, an international firm located in Belgrade (Serbia). 

 

The Electronic Invoicing Machine is an essential component or link in the Tax Management System (E-TAX). It improves the quality of information on the collection and reporting of Value Added Tax (VAT) in this System. Its value lies in the fact that it benefits both consumers, taxpayers (who now have an accounting database) and the tax authorities (who have access to all the data). 

According to Ivan Stojiljkovic', the Electronic Invoicing Machine has the ability to operate for an autonomy of 48 hours (in the event of an interruption in the electricity supply) and to transmit data (after a break in the Internet network). This solution or E-invoicing Machine system is already implemented in Niger, Rwanda, Benin, Sweden and Belgium.

However, in the case of Congo, it will be up to the Directorate General of Taxes and Domains to define the specifications of the Electronic Invoicing Machines of its choice and according to its needs.

 The Electronic Invoicing Machine is part of the modernisation of the Information System (IS) of the Directorate General of Taxation and State Property (DGID), which must meet the following objectives: the simplification and security of tax collection; the completeness of the tax base processing; the security and reliability of tax information and processing; the suitability for supervision and research needs; the interaction and sharing with the Unique Identification Number (NIU), the Integrated Public Finance Management System (SIGFIP) and the other applications of the Ministry of Finance and Budget. 

It should be noted that the presentation ceremony of this Machine took place in the presence of Emmy Mberra from Rwanda (Consultant of the company INCODEV), Guy Noël Londongo (Director of Information Systems at the Ministry of Finance and Budget) and Lambert Ifoko (E-TAX Business Project Manager).
