Public Accounting - A training workshop on the “production of general balances of the monthly, quarterly and annual accounts of the State” opens in Brazzaville

Saturnin Ipodo-Nzingou, director of Accounting Centralization, representing Henri Loundou, cabinet director of the Ministry of Finance and Budget, opened the practical workshop on the methodology for producing general balances of monthly, quarterly and annual accounts of the State, Wednesday 19 December 2018, at the Concorde de Kintélé Hotel, nothen suburb of Brazzaville. 

 

Animated by the expert Pierre Roumegas, head of mission of the Public Finance Department of the International Monetary Fund (IMF), the workshop brought together nearly 45 agents and senior officials of financial departments of the Ministry. 

 " The maintenance and production of public accounts at regular frequencies and within the statutory deadlines dans les délais réglementaires, is an essential need for the State to be able to control and monitor, over time, all of its assets and liabilities, so all of its heritage. This is a sure garantee of the long-term sustainability of our public finance ", Saturnin Ipodo-Nzingou explained. 

 “The general balance of accounts is an indispensable tool for the financial analysis of the State. Its correct production must be seen as the successful construction of the financial information, which is a base for a rational and forward-looking decision-making. The preparation of this document is binding on every accountant. The general balance of accounts must cover, in an exhaustive manner, all the transactions and other economic flows of all of our public administrations. As such, it must serve as an essential and undeniable foundation for the production of quality financial statistics, that is to say, consistent, transparent, comparable and useful for our country ", he added.

The training of senior officials aims to the sustainability of public financial, ideal of the Ministry of Finance and Budget, Calixte Nganongo, who is working, without respite, to reform the account profession by providing practitioners with the tools and technical know-how necessary to accomplish their task. This training marks the shift from cash-based to accrual-based accounting, grounded on the recognition of rights and obligations.
