Reform programme of the IT system of the Ministry of Finance - The steering Committee authorizes the experimental phase of the integrated management system of the government finance

The Committee met for its third time in a row on Thursday, June 22, 2017 in the conference room of the Ministry of Finance in Brazzaville, under the aegis of its chairman, honourable Calixte Nganongo, Minister of Finance, Budget and Public Portfolio. The Committee ruled on the following items on the agenda.

 

The first item was about the need for an audit for the modernization of the IT system of the tax department. The audit was performed by Ernest & Young firm. In this regard, the firm recommended that the Committee got a software package considered as the best scenario, at the detriment of the first two ones by improving the existing one(i.e of SYSTAF or tax automated entry processing system which is now outdated) and starting over the whole computer system of the tax department. The participants agreed to choose this approach, pro-vided that it enables to improve the computer system of the excise department whatever the price may be.

 

The second item of the agenda was the updated action plan of the IT department of the Ministry of Finance. It is a one-year activity timetable (2017-2018) relating to 41 activities many of which have already been undertaken, but some are not yet.

The interconnexion of two data base centers or data base of Brazzaville and Pointe Noire and the opening of a one-stop service for customs clearance are among the achievements which had been mentioned at the meeting.

 

Activity 13 (moving from Sydonia or customs automated system to a new version) and activity 24(resuming the processing of shcolarships payment) are yet to be undertaken.

The chairman of the Steering Committee, Honourable Calixte Nganongo, suggested that the 41 activities of the plan be completed by others, and that priority be given to emergency ones- specially the processing of the government debt to banks, the processing of scholarships and the acquisition of two back up robots which can be helpful in case the previous one breaks down.

The third item on the agenda was the state of progress of reform projects, specially the integrated management system of the government finance(IMSGF) and the HR/Payroll (Advantage human resources management and payroll).

 

As regard the first project, the Committee authorized the internal launching of the integrated mana-gement system of goverment finance as from July 3, 2017.

 

In short, it will be necessary to make the application available to the public during a period considered as an «experimental phase», before using it for the intended purpose supposed to be fulfilled on the occasion of the official launching of the application. It was desired that the launching does not take place in the course of the year, but at the beginning of the new year (2018), after doing a smooth simulation.

 

The Minister of Finance, honourable Calixte Nganongo, chairman of the Committee said he was happy with the progress made in implementing the programme, which he is determined to fulfill with the involvement of experts. « We will have to make sure that no computer scientist of the Minitry or from the outside is left aside», he recommended.

As a reminder, the first two meetings of the Committee took respectively place on January 28 and 7-11 April, 2011.
