Signature of a Memorandum of Understanding between the DGIFN and the ARPCE

Jean-Pierre Nonault, Director General of National Financial Institutions (DGIFN), under the supervision of the Ministry of Economy and Finance (DGIFN), and Louis-Marc Sakala, Director General of the Post and Electronic Communications Regulatory Agency (ARPCE), under the supervision of the Ministry of Posts, Telecommunications and the Digital Economy, signed, on Friday March 10, 2023 at the headquarters of ARPCE, in Brazzaville, a Memorandum of Understanding which aims to set up a framework of cooperation between the two parties.
The signing of this Memorandum of Understanding was preceded by the presentation of the facts by Jean Célestin Endoké, Director of Legal and International Affairs of the ARPCE. This platform will enable the DGIFN to ensure effective, real-time supervision of electronic transactions within national financial institutions.
As a reminder, the DGIFN, in the exercise of its attributions in the field of national financial institutions, is responsible for ensuring the application of the regulations relating to credit and similar establishments (Bureau de change, Transfer establishments, stock exchanges, etc.), microfinance institutions, payment institutions and insurance companies and intermediaries.
The ARPCE, for its part, is the authority responsible, among other things, for monitoring, on behalf of the State, the development of the postal and electronic communications sectors.
The General Directorate of National Financial Institutions has expressed the need for information and traceability on transactions carried out within national financial institutions, in order to better regulate this sector and thus have decision-making tools.
By signing this Memorandum of Understanding, the Post and Electronic Communications Regulatory Agency, having proven expertise in the supervision of electronic transaction flows, has therefore responded favorably to the need expressed by the General Directorate of National Financial Institutions to work with it in the implementation of projects with high added value.
