Towards Results-Based Management (GAR) in Congo

THE DRAFT TEXTS FOR THE REORGANIZATION OF THE MINISTRY OF ECONOMY AND FINANCE WERE ADOPTED IN AN INTERNAL WORKING SESSION

The Congolese Minister of Economy and Finance, Jean-Baptiste Ondaye, chaired, Friday November 10, 2023, in the meeting room of the said ministry, a working session with members of his cabinet, expert consultants, directors attached to the cabinet and the general directors of financial authorities.

 

This meeting aimed to validate the draft texts relating to the reorganization of the Ministry of Economy and Finance, within the framework of Results-Based Management (GAR) in Congo. This reorganization is dictated by the switch from the resources budget to the program budget of the said ministry, from January 2024. The validated projects concern, among others, the General Inspectorate of Finance (IGF); the General Directorate of the Economy (DGE); and all financial authorities, including the General Directorates of Customs, Taxes and the Treasury.

According to the Congolese Minister of Economy and Finance, Jean-Baptiste Ondaye, the ambition is to make his ministry “a vector of economic and financial performance” in Congo.

Among the challenges of this reorganization are the distinction between strategic and operational functions in the implementation of programs; the upgrading of human, financial, material and informational resources management functions; the emergence of management control in each structure; strengthening internal audit and monitoring-evaluation; and greater accountability of general directorates in the management of their resources.

Note that these draft texts, adopted in an internal working session, will be transmitted to the General Secretariat of the Government.
