Vote on the 2024 Finance Law

THE STATE FINANCE LAW FOR FY 2024, VOTED AT MORE THAN 2,605 BILLION IN RESOURCES, AND 2,069 BILLION F CFA IN EXPENDITURE

Thursday December 14 and Friday December 15, 2023 in Brazzaville, the National Assembly, then the Senate, respectively adopted, in plenary sessions, the Congolese state finance law, fiscal year 2024.

 

This law, which was defended by the Minister of Economy and Finance, Mr. Jean-Baptiste Ondaye, in the presence of his colleague in charge of the Budget, public accounts and the public portfolio, Mr. Ludovic Ngatsé, provides for two one thousand six hundred five billion seven hundred million (2,605,700,000,000) CFA francs in resources, and two thousand sixty-nine billion six hundred and fifty-one million (2,069,651,000,000) CFA francs in expenses.

The 2024 finance law plans to generate a budget surplus estimated at five hundred and thirty-six billion forty-nine million (536,049,000,000) CFA francs, intended to reduce the cash flow and financing deficit.

In terms of cash flow and financing, the finance law for the year 2024 projects a deficit estimated at one thousand one hundred and seventy-four billion forty-nine million (1,174,049,000,000) CFA francs, which will be subject to financing according to the following terms: 536,049,000,000 CFA francs for the allocation of the budget balance, and 638,000,000,000 CFA francs for internal and external financing.

The 2024 Congolese state budget will be devoted mainly to continuing the execution of the National Development Plan (PND) 2022-2024, taking into account the execution of the three-year financial support program (2022-2024), that the Republic of Congo concluded with the International Monetary Fund (IMF).

The particularity of the State Finance Law for the 2024 financial year is that of the implementation of the budget in program mode from January, with six pilot ministries, namely: the Ministry of the Economy and Finance; the Ministry of Budget, Public Accounts and Public Portfolio; the Ministry of Planning, Statistics and Regional Integration; the Ministry of Preschool, Primary, Secondary Education and Literacy; the Ministry of Technical and Vocational Education; and the Ministry of Health and Population.
