
The Minister of Finance, Budget and Public Portfolio, Christian Yoka, had, Thursday, February 13, 2025 in Brazzaville, a working session with the Director General of Public Procurement Control (DGCMP), Joël Ikama Ngatsé, accompanied by his teams.
This meeting allowed the Congolese Argentier to discuss, with his colleagues, the DGCMP's 2025-2030 Strategic Plan. This Strategic Plan aims to strengthen the public procurement system around three major axes below.
First, the modernization of the legal framework, which will consist of continuing the revision of the Public Procurement Code, to further adapt it to international standards and the directives of the Economic and Monetary Community of Central Africa (CEMAC). Then, the strengthening of control and audit mechanisms, which will focus on the establishment of monitoring-evaluation tools and the strengthening of ex-ante and ex-post controls, to ensure better compliance of procedures. Finally, the promotion of transparency and digitalization, which will focus on the development of a digital platform, for the awarding and monitoring of contracts, guaranteeing equitable access to opportunities; the securing of documents issued; and better archiving of data from this administration under supervision.
With regard to the Action Plan, which is based on the operationalization of the Strategic Plan, to implement an Annual Action Plan (PAA), it provides for the organization of training and workshops, to strengthen the capacities of staff and public procurement stakeholders; the establishment of an effective internal control system to prevent irregularities and improve governance; the launch of an awareness and support program for companies and public institutions, for the strict application of the Public Procurement Code; as well as the development and implementation of an electronic procurement system, to guarantee greater transparency, efficiency and security.
The Director General of Public Procurement Control did not fail to inform the Minister in charge of Finance of the difficulties of his structure. In particular, the non-application of the Public Procurement Code by public institutions and companies; late payments; the abusive application of the discount on payments related to public contracts awarded previously, although this discount is regulatory on the basis of Decree taken in Council of Ministers, No. 2023-1579 of September 19, 2023, setting out the terms for the reimbursement of domestic commercial and social arrears.
