Working session of Minister Christian Yoka at the General Inspectorate of Finance (IGF)

On Tuesday, February 11, 2025 in Brazzaville, the Minister of Finance, Budget and Public Portfolio, Christian Yoka, had a working session with the Inspector General of Finance (IGF), Darel Gildas Ngouala and his teams.

The presentation of the structure; the urgency of making appointments; the updating of texts relating to the status of Inspectors; the training of staff on ethics and professional conduct; and the logistical allocation to carry out the missions, were the points discussed during this working session.

Presenting its structure, Darel Gildas Ngouala indicated that the General Inspectorate of Finance is the technical body that assists the Minister responsible for finance in matters of inspection, audit, investigation, evaluation, advice and assistance. These missions are carried out on all public administrations, including the State, as well as all its branches, namely: the Government and constitutional institutions; public institutions; local authorities; projects, programs and public-private partnership organizations. In addition, the missions of the General Inspectorate of Finance are also carried out on companies benefiting from economic and financial agreements or conventions, as well as on private organizations and companies benefiting from financial and material assistance from the State.

The challenges of the IGF

The centralization of the internal audit function of the ministry; the training of staff on ethics and professional conduct; the presence of four Inspections, of the College of Financial Inspectors; of a Technical Secretariat and the call center in the current organization; and the initiation of inspection missions by the Inspector General in the event of flagrante delicto, emergency or a denunciation constituting a serious threat to public finances while informing the Minister, are among the major emergencies to be filled for the General Inspectorate of Finance. To achieve this, an allocation, on the logistical level, is desirable from the hierarchy.
