
On Thursday, February 20, 2025 in Brazzaville, Christian Yoka, Minister of Finance, Budget and Public Portfolio, paid a working visit to the General Directorate of the Congolese Sinking Fund (CCA), a structure under supervision, led by Martin Obami and his teams.
This meeting allowed the hierarchy not only to learn about the organization and functioning of the CCA, but also to take stock of the reforms carried out by this structure, as part of its reorganization, started in 2024, and to identify the main challenges it is called upon to address.
It should be remembered that the CCA is a specific public establishment of an administrative nature, with legal personality and financial autonomy. Its main mission is the management of public debt.
In 2024, its institutional and organizational framework underwent profound changes, following the adoption of Law No. 2-2024 of February 8, 2024 establishing the Congolese Amortization Fund, and Decree No. 2024-213 of May 27, 2024 approving its Statutes.
Minister Christian Yoka gave specific guidelines to expedite the actions planned in the process of structuring this public institution, which constitutes an essential link in the State's financial policy.
The Monetary Authority of Congo concluded its visit to the CCA with a guided tour of the room dedicated to the staff of its Accounting Agency.
