
On Monday, February 10, 2025 in Brazzaville, Minister Christian Yoka met with the staff of the Directorate General of Taxation and Property (DGID), led by its Director General, Ludovic Itoua.
During these discussions, the Minister of Finance, Budget and Public Portfolio reminded his interlocutors that he had come to listen, to learn about the functioning of the Tax Administration, and how the DGID perceives the challenges it faces, and what it expects from its supervisory authority.
Among the topics discussed were the organization chart; the strategic plan; and the difficulties of the DGID staff.
Regarding the organization chart, it includes five support services, attached to the Director General, and 12 central departments, 8 of which are responsible for business functions and 4 for support functions.
Regarding the strategic plan, this document remains to be updated, with the objectives of mobilizing domestic tax resources in program budget mode.
As for the DGID staff, it is made up of 2,370 agents, including 804 tax specialists (34%), 1,434 administrators of the Administrative and Financial Services -SAF- (60%) and 134 agents (6%) from various professions. However, this staff is faced with the need for specialized training, especially in the banking and insurance, telecommunications and natural resources (hydrocarbons, mines and forests) professions. Added to this is the urgency of digitalizing the Tax and Estates services.
