MINISTER CHRISTIAN YOKA BEGINS WORKING SESSIONS IN THE STRUCTURES UNDER SUPERVISION

Less than a month after his appointment, Friday, January 10, 2025 to the Makosso III government, the new Minister of Finance, Budget and Public Portfolio, Christian Yoka, began, from Friday, February 7, 2025, working sessions in the structures under supervision.

The objective of these working sessions is to make contact with these structures; review their activities; and take stock of their operational difficulties, before declining his vision on these structures. The first day of this working session was devoted to the General Directorate of Public Portfolio (DGPP), led by Mrs. Karine Emma Nguesso Mouandé, and to the General Directorate of Service and Portfolio Revenue (DGRSP), led by Henri Loundou.

During the discussions he had with the management staff of the DGPP, the Minister of Finance, Budget and Public Portfolio outlined his vision, which consists of listing all the companies in the Public Portfolio; to conduct a consistency analysis between the objectives assigned by the State to these companies and their development strategies; and to propose areas for optimizing all the companies in the Public Portfolio.

As a reminder, the General Directorate of Public Portfolio is the technical body that assists the Minister in exercising his powers, in terms of financial supervision of companies and public institutions in the Public Portfolio, as well as taking over management and selling State holdings. It is responsible for maintaining the file of companies and public institutions in the Public Portfolio; to update the database of their management and to produce annually the report on the situation of the Public Portfolio; to control the application, by the companies and public institutions of the Public Portfolio, of the prescribed management rules; to follow the procedure for creating companies and public institutions and mixed enterprises; to identify the rules and practices of good management to be prescribed to the companies and public institutions of the Public Portfolio; to propose measures aimed at improving the governance and performance of the companies and public institutions of the Public Portfolio; to develop and develop the legal and regulatory framework governing the companies and public institutions of the Public Portfolio; to prepare the performance contracts between the State and the companies and public institutions of the Public Portfolio; etc.

The General Directorate of Service and Portfolio Revenue was the second structure visited. It is responsible, among other things, for monitoring the operations of recovery of service and portfolio revenue; to centralize the summary statements of collection and distribution of service and portfolio revenues, across the entire network of all Treasury accounting posts; to produce monthly statistical statements of revenue collected at the General Directorate of the Treasury; to monitor the regular issue, by the authorizing officer, of revenue vouchers; and to retrocede the revenue shares returning to local authorities and beneficiary organizations.

Among the difficulties encountered in implementing the DGRSP missions are the absence of a building adapted to the needs; the non-existence of secondary facilitators (central directors, heads of departments, heads of office); insufficient IT infrastructure; insufficient qualified personnel with professional skills and in limited numbers.

Faced with this unflattering picture, Minister Christian Yoka gave guidelines, which consist of identifying service revenues collected without taxes; to carry out a complete clean-up of service revenues, to ensure their consistency; to implement a digitalization project, to better collect and better secure service revenues.

During each working session in the two General Directorates, Minister Christian Yoka was accompanied by Paul Malié, Chief of Staff; Brice Ondongo-Ezhet, Public Portfolio Advisor; and Mrs. Nadège Picki-Diatha, Assistant.
