Workshop Continuation on How to Utilize the Integrated Public Financial Management System (SIGFIP)

The 11th week of training of State's employees begins at Kintélé

For three days, two successive waves of State's employees, take part, from Monday 11 to saturday 16 February 2019, in the press room of the Kintélé international conference centre (northern Brazzaville), at the 11thweek of the training workshop on how to utilize the Integrated Public Financial Management System(SIGFIP).

 

 

The first wave of this seminar, organized by the Directorate of Information Systems (DSI) of the Ministry of Finance and Budget, includes some forty auditors.

 

The theoretical part of the teachings is provided by the Director of Accounting Centralization (DCC), Saturnin Ipodo-Nzingou, Deputy Head of the SIGFIP project. The technical part is led by the Head of this project, Marius Ikolo-Ngakosso, assisted by designated computer engineers.

 

For Saturnin Ipodo-Nzingou, it is not enough to present, for instance, the new legal framework and the scheme of the new chain of public expenditure. The focus is on explaining to Administrative and Financial Directors (DAF), Credit Managers, Heads of Financial and Material Services, as well as Heads of Accounting Services “why SIGFIP reform, its challenges and what we gain from it”…

 

An interactive training which culminates in a certificate

 

The peculiarity of these teachings is that they are immediately followed by question-answer tests. Thus, for instance, at the end of the theoretical phase of the training day, participants, after having learned notions such as “role and place of the Director of cabinet and Secretary-General of a Ministry”, “Expression of need “(EB), “Authorization of Commitment”(AE) and “Payment Credit”(CP), were to answer by   “true » or “false”, if “the founding act of the expense is the bill”. Of course, the answer is “false”. “Commitment is the founding act of the expense and not the bill. The expression of need is only the zero stage », the corrector Ipodo-Nzingou said.

 

For posterity, it should be noted that the number of ministries and institutions targeted by this 11th week, includes Foreign Affairs; Elders Advisory Council ; National Council for Dialogue ; Higher Council of Magistracy ; Forestry Economy ; Industry and State Portfolio ; Mining and Geology ; Presidence of the Republic ; Land Affairs and State property.
