Workshop on the use of the new UIN

New Central Tax Directors trained on the use of UIN Platform

Opened by Ludovic Itoua, Director General of Taxation and State Property, in the presence of Reforms and Public Accounts Adviser to the Minister Delegate in charge of the Budget, Wilfrid Ngoma Mboukou, and the Director of Information Systems, Guy Noël Londongo; the workshop on the use of the new NIU was held on Friday, August 21, 2020, in a conference room of the Ministry of Foreign Affairs in Brazzaville. The presentation on the use of the UIN platform was given by the UIN project head, the Engineer Colonel of Police, Henri Jacques Kiénaka. 

 

This presentation focused on the difference between the old unique registration number (UIN) and the new one, which is explained by the non-obligation to have several collection points within the tax centers. The new UIN facilitates the compulsory registration of the taxpayer, while at the same time establishing a database, which will serve as a connection key for all the computer applications of the Ministry of Finance and Budget, as well as facilitating administrative formalities. It also has other advantages, including the possibility of allocating the UIN in all 12 divisions of Congo, unlike the old system, where allocation was only done in Brazzaville. 

 

The new UIN, is based on a documentary base which is supported by several official laws:

  • The Constitution of the Republic of Congo;
  • The law on Official Statistics N0.36-2018 of 5 October 2018;
  • The law on the creation of a Public Administrative Institution called the Congolese Agency for the Creation of Enterprises;
  • The OHADA Code establishing the Trade and Real Estate Credit Register (RCCM) on general commercial law;
  • The law governing Crafts; 
  • The law on the Social Security Code; 
  • The law regulating the exercise of the profession of Trader in the Republic of Congo; 
  • The law recasting the General Status of the Civil Service. 

 

Using mobile and fixed devices, the new UIN cards will be checked by tax inspectors while verifying taxpayers' records. This presentation allowed the managers of the Directorate General of Taxation to get acquainted with the new UIN.

 

It should be noted that a similar workshop will be organized for their colleagues in Pointe-Noire.
